Ben is an all around good dude, as nice as someone can get. I've purchased several rods from him, always happy with his work. He's been giving me a lot of advice on starting up my own business (not-fishing related) as well. Not too many people take the time to help other's with that these days.

There's no best. But lots of great ones. Shimano Calcutta, Curado, Corvalus, Cardiff Dawia Pluton, Lexa, Z, Luna These are my suggestions. I've either owned or tried them with good results. Lexas are cheap and tough.
