Appears to be a couple decorative wood ducks with holes drilled and eyelets/hooks added. There was a bass fisherman a few years older than me that lived on a pond in town. He was told of a mother duck that started out with seven baby's, but, everytime the mother showed up where people were feeding them bread, there was one less baby. He went out with his rowboat, kept a distance, and, watched mom & babies swim here and there. Much to his delight, but not the ducklings, the toilet flushed under one of the ducklings. He came back that afternoon tossing a surface lure, and, that toilet was a 8 3/4 LB largemouth. If they are hungry, they DO eat.... Quack Quack....!
