I know for a fact that some of the fish caught in different areas I've seen posted on here would easily qualify from your given state. As far as location, it's likely to be in the middle of the country just to keep it central. Yeah, it sucks for those of us on the East Coast or the West Coast but the last two winners have been from New York and PA, respectively, so well....you know.
