I was on right when the preorder opened and had my order in 2mins later, and my order still shows that they are "being built". Same thing happened to me with the gill. One of the first to order and one of the last to receive. It does look like you can place an order on his sight for one. If that is true, what's the point in putting out cash for the pre order?
