Beginner rod and reel combo

I need a rod to throw swimbaits in local ponds. I live in NYC so all the ponds here are super shallow and the fish are not very big. I am trying to catch the lake record at just around 8 pounds. I am Dobyn's prostaff so I can get a good deal on the Champion Line. In total I am looking to spend nothing more than 400$ on the reel. I need information on gear ratios and rod power. Mostly looking for a hard bait rod.

Given those two rod choices and that you said you're looking for a mostly hardbait rod, I would say go with the 806. 807 is more for jighook baits.
