18" was a typo.
If you let the bait hit the water, burn the handle, then start a steady retrieve, the bait gets town to 6-8". If you hold the rod tip up it'll wake. If you let it sit after the lure hits the water and start a slow and steady retrieve, it'll stay about 1" under the surface.
