best budget rod to throw a deps 250 on?

This. A quality rod makes a HUGE difference when throwing bigger baits and will be way worth the extra cost. I know because I've been there. If you are patient and keep looking you can score an 867 for a decent price.

That looks like a good option. Will the xxh have no problem handling a 250 and does it load well?

You said "Budget rod", budget and performance do not usually go hand in hand.   If you want performance, get the 867 as stated above, if you want a cheap rod to throw a 250,  the DX  will do that.

the 867 and ldc xh seem to be the golden standard for the 250. Are there any other higher quality rods similar to the 867 and ldc that anyone would recommend like maybe the Levante leviathan or megabass rods?

Don't get an xxh. Its what I bought to throw a 250 and its way too stuff imo. Prolly can be done but the rod barely loads when you hook up. Xh is prolly fine and will have more loading
